Secretive Sale and Misdirection

Ambient Communities orchestrated the sale and closure of Cherry Hills Golf Course through secretive, questionable transactions that lacked transparency. Homeowners and stakeholders were left blindsided and unprepared for the devastating consequences.

With the backing of billionaire interests and no ties to our community, Ambient secured over 300 acres of prime land, disregarding long-standing deed restrictions and zoning regulations. Behind closed doors, they aligned with select city council members, discussing redevelopment plans to replace the golf course with high-density housing. A current, reelected council member openly confirmed that approximately seven redevelopment proposals were presented—none of which were shared with constituents.

These backroom dealings represent a clear betrayal of public trust, harming property values, quality of life, and access to affordable golf. This blatant violation of property rights and community agreements demands our immediate attention and a thorough investigation.

Suspect Transaction

Our elected officials sold us out to a foreign entity that shut down Cherry Hills Golf Course permanently. Ambient Communities and at least one city council member have been caught spreading false claims to justify the closure—such as issues with “potable water”—claims that have already been debunked by the Eastern Municipal Water District.

The reality is clear: Ambient never intended to operate the golf course. Through a highly questionable transaction, they took control and shut it down in a single day, showing complete disregard for our property rights and the protections outlined in long-standing deeds and land-use agreements.

City Officials Spreading Disinformation

Ambient Communities acquired the golf course for less than a competing offer from a reputable golf operator. How was this permitted? They continue to show disrespect toward the legitimate buyer, as recently as December 4, 2024. This buyer was widely known to be in the final stages of closing the purchase of Cherry Hills before Ambient Communities intervened with a lower offer. Ambient has since undermined this individualor group with insinuations and false claims about their inability to close the deal—claims that are widely recognized within the community as untrue.

Ambient" exploited corporate networks and received what must have been a positive response from pliable council members to secure, at an unbelievably low price, some of the most prized development land in the U.S. Armed with vast funds, they aim to lobby for redeveloping our 55+ community, prioritizing profit over the health, safety, and well-being of current residents and homeowners.

Serious Allegations Demand Intense Scrutiny

From our perspective, Ambient Communities, along with its officers, directors, shareholders, employees, and collaborators, is engaged in numerous violations against a senior citizen community.

When considered as a whole, there are those that believe these activities could reasonably be classified as serial economic elder abuse. It may even rise to the level of a conspiracy, potentially invoking RICO (Racketeer Influenced and Corrupt Organizations) statutes. Consequences under RICO can be the immediate seizure of assets.

The Strategy

Seniors in Sun City Have few Allies – Our New Mayor is Amongst the Few

At present, our only ally is the newly elected Mayor of Menifee, the Honorable Ricky Estrada, who was sworn in on December 17, 2024. We encourage everyone show our support for Mayor Estrada, who both needs and deserves it. Notably, he is the only candidate in Menifee’s recent elections who refused to accept any financial contributions from developers, demonstrating that he is not beholden to their interests.

To clarify, Mayor-elect Estrada is not affiliated with our organization, nor has he yet taken office. He has not been asked for nor has he given public endorsement to our initiatives. However, we are optimistic that, once fully informed, he will enthusiastically support the Save Cherry Hills Golf Course and Save Sun City 55+ Senior Community projects. He has shown a willingness to engage with the residents of Sun City and The Core even though he was not our Councilperson. We will push to have his administration thoroughly review the Cherry Hills Golf Course transaction. On a personal level, he has been a source of encouragement to our founder.


A Leader Who Stands for the People

Mayor-elect Estrada embodies honesty, principles, and a commitment to transparency. As a dedicated public servant, he has often been the lone voice of dissent against questionable decisions by the previous city council. He respects our constitutional rights to organize and take action, honoring his oath as a military reserve Airman to defend those freedoms. Estrada is a leader who prioritizes the community over special interests. Unlike his predecessors, he won’t bow to developers or waste city funds hosting parties and handing out awards—especially on Thanksgiving Day.


These Guys Are Not Your Allies Today

(12/20/24: Update after a productive conversation with Councilman Karwin, we have a meeting scheduled early next week. He asked what he can do for us. Our position is clear. l will update after the meeting)

This is exactly why Ambient Communities thought they could bulldoze over the residents of the Core and Sun City. Just look at Dean Deines, Bob Kawin, and former Mayor Zimmerman.

A picture says it all: Deines, Kawin, and Zimmerman, smiling and bending over backwards to honor a "Rental for Life" developer. Meanwhile, Menifee suffers from poor planning. Unchecked development is making things worse. Have you tried navigating the 215/Newport Road interchange or the southbound onramp? They’re chaotic, unsafe, and a glaring example of bad city management. We can’t let reckless development continue.

Did you know these three actively support a troubling trend in Menifee? They’re pushing for entire single-family developments (McMansions) built not for ownership, but as permanent rentals for massive private equity landlords. This is the "you’ll own nothing" economy, taking over our housing market. Even worse, this was the innovation celebrated at the Thanksgiving Developers Party.

Bob Karwin represents Sun City on the council—he should be fighting to Save Cherry Hills Golf Course and protect the Sun City 55+ Community. We need him to stand with his constituents, not side with developers.

the Save Cherry Hills Golf Course and Save Sun City projects are spearheaded by United American Municipal Voters, a 501(c)(4) organization specializing in local advocacy and community mobilization.

Our mandate is to address and resolve power inequities by providing education, advocacy, and mobilization to empower local voters and stakeholders. We are dedicated to protecting communities from unchecked greed, oppression, and abuse by powerful entities.

Specifically, we are committed to combating elder abuse in all its forms—economic, health-related, and systemic abuse targeting marginalized senior populations. Addressing these issues is not just a cause for us; it is a moral imperative.

Ambient Communities Comes to Town – Friend, Foe or Land Robbers?

The Save Cherry Hills Golf Course and Save Sun City 55+ Community initiatives are unwavering in their commitment to utilizing every available resource to counter the actions of Ambient Communities. Whether we work constructively with them or oppose them fiercely will depend entirely on their conduct. To date, they have not demonstrated any alignment with the interests of our community.

Ambient Communities and their collaborators have employed aggressive, stealth-like tactics, akin to a blitzkrieg, to seize and destroy one of the Core’s most treasured assets—the Cherry Hills Golf Course. These actions have caused immeasurable harm to the elderly residents of Sun City.

A Well-Know Formula of Development – Builders Profit, The City Pays the Price

This approach mirrors a pattern seen repeatedly with developers over decades. It appears to be Phase One of a calculated, multi-decade plan to dismantle Sun City’s identity as a protected 55+ golf community. Their strategy seems designed to redevelop the area incrementally, eroding protections piece by piece. Ultimately, this would integrate their holdings into the General Menifee Master Plan—a plan they have likely helped to shape—with the support of morally pliable public officials.

The true cost of these actions will fall on residents and taxpayers, transforming Sun City into another overcrowded, urbanized landscape. Once their objectives are achieved, Ambient Communities will simply pack up and leave, taking their profits with them—a textbook example of exploitative behavior.

Ambients Sneak Attack – Not the Actions of Friends (we must prepare and act now)

These are not the actions of allies, and we will not stand by. We are determined to bring Ambient Communities to the negotiating table with honest, actionable intentions. Should they refuse, the alternative may cost them everything—legally, of course, and without physical confrontation.

We do not threaten legal action lightly, but we are prepared to proceed decisively. If pushed, we will advance with determination and enthusiasm ina highly litigious manner. We will hope for a cooperative resolution but prepare for the worst-case scenario.

We do not fear legal battles. We fight for the weak and the powerless, employing both offensive and defensive strategies as necessary. Our stakeholders and allies have a track record of success, having prevailed in legal disputes 100% of the time—whether through summary judgment or settlement. While legal action is never our first choice, it is sometimes a necessary course of action. When we fight, we fight to win.

Thoughtful Deliberation

I have carefully considered this turn of events over the past year, engaging with numerous stakeholders, including our new Mayor, the Honorable RickyEstrada, Councilmember Robert Kawin, outgoing Mayor Bill Zimmerman, former Councilmember Lesa Sobek, Supervisor Washington’s office, the Eastern Municipal Water District, Randy Madrid, Greg August, SCCA President Brian Holly, countless residents of the Core and Sun City, and my own advisors. I have attended every relevant meeting, including Ambient's presentations, Wade Hall’s public sessions, and city council meetings.

Of all the Menifee City Council members, the only one who refused any attempt at communication was Mayor Pro Tem Dean Deines.

After a year of observation and reflection, I concluded that no meaningful action was organically emerging from the SCCA, the City of Menifee, or concerned residents. Understandably, no one wanted to step up—this is a daunting and complex fight.

The sudden purchase of Cherry Hills Golf Course by Ambient Communities shocked the residents of Sun City and the Core. The abrupt closure of the course has left many residents disheartened. Most of us simply seek to preserve the simple beauty, peace, and quiet that made Sun City an ideal retirement community. People want to live out their golden years as they found this community, not embroiled in conflict.

The divisive and combative tone at meetings, coupled with the obstinate attitude of Ambient and Wade Hall’s dismissive public remarks—“Get over it, the golf course will never reopen. There is nothing you can do about it”—have further fueled a sense of hopelessness. Let me be clear: it is NOT hopeless.

I examined my own convictions and capabilities. As someone younger than most Sun City residents and equipped with life experiences that have prepared me for this challenge, I realized I could offer my service to the community. Knowing that no organized resistance had emerged, I chose to accept the responsibility and the risks involved. I am ready for this fight andinvite others to join me in this crucial effort.

The Stakes

At risk is nearly $500 million in potential profit—or even more in corporate and personal liability. Ambient Communities overshot on this project, investing too much money with too little diligence. Yet, they see a divided, unorganized community as an easy target.

Make no mistake, taking on Ambient and its accomplices—who wield significant influence in corporate America and politics—is a formidable challenge. These developers operate with funding from the wealthiest 0.01%, often through private equity firms with untraceable ownership structures hidden behind layers of LLCs.

Anticipated Retaliation

I fully expect Ambient Communities or its accomplices to launch personal attacks against me and our organization. With $500 million at stake, they may try to discredit me, create false narratives, and spread lies to sow division and weaken my resolve and yours. Expect manipulation through social media, psychological online targeting, and even deepfake technologies. Lies are Ambients weapon of choice. If you have doubts, ask me directly—I will address any concerns transparently.

I am far from perfect and freely admit my flaws. However, this fight is not about me. When they attempt to distract you with smears and falsehoods, remember what is truly at stake—the future of Cherry Hills Golf Course andSun City.

I also acknowledge the risks I am taking. Over $500 million, I cannot discount the possibility of harassment, threats, or worse. If anything untoward happens to me, know where to look. For the record, I am not and have never been suicidal, so any claim otherwise should be treated with suspicion. While I maintain a sense of humor, I am gravely serious about therisks involved.

Deep Ties to Sun City

My name is Scott Abadjian, and I serve as the President of the Save Cherry Hills Golf Project and related initiatives under the oversight of United American Municipal Voters.

My family and I have a deep and enduring connection to Sun City, spanning over 40 years. Our involvement includes being residents, investors, retirees,and caregivers for those on fixed incomes or facing terminal illness. Today, my family counts eight residents and four properties within the Core.

Homeowners, Property Investors, Tenants, Caregivers

Since becoming a Sun City resident more than a decade ago, I, along with other family members, have taken on caregiving responsibilities for loved ones, including a terminally ill cousin and family members now in their mid-to-late 80s, as well as one who has reached the remarkable age of 102. While the challenges of caregiving are many, the rewards are equally profound.

Sun City has long been a haven for retirees, offering affordable homes, a supportive and friendly community, and a quality of life that many cherished. Living in the Core brought unique advantages, from convenient access to essentials via golf carts or short drives to a sense of community and safety fostered by a local volunteer patrol. The Cherry Hills Golf Course, once a PGA Championship venue that hosted celebrities, was a centerpiece of this vibrant community.

I reside in the Core, on Cherry hills golf course, and vividly remember the beauty, recreation, and sense of connection it provided. Strolls along the cart paths with pets or loved ones after hours, was tolerated even encouraged. These remain cherished memories.

The Golf Course also played a vital role in supporting caregivers, offering nearby recreation and socialization opportunities essential for self-care. This proximity allowed caregivers to recharge, ensuring they could return to their responsibilities with renewed strength and focus. Many residents paid a premium to live along the golf course, valuing these unique benefits.

Ambients Management Style - Public Health and Fire Hazards

Under the management of Ambient Communities, the Cherry Hills Golf Course has tragically become both a hostage situation and a public health hazard. Ambient has blatantly violated land use guarantees that required the course to remain an open and operational golf facility. Their actions reflect blatant disregard and noncompliance with established land use requirements.

Some of the resulting issues include the course serving as a potential wildfire corridor, with aging wooden structures posing significant risks, a rodent infestation carrying fleas known to transmit various diseases, and rodent droppings creating additional health hazards. Additionally, dust clouds generated on the property render the air virtually unbreathable. These are just a few examples from a much larger list of concerns.

Founders Professional Experience

With 35 years of professional experience, I am well-acquainted with developers and self-styled "masters of the universe". I have been part of their circles and know how to make them deeply uncomfortable or compel them to yield. Over my career, I have been privileged to build and support adiverse range of successful ventures, both for-profit and nonprofit, across various industries. While the projects have been rewarding, the relationships and people I’ve encountered remain the most valuable takeaway. I left the corporate world on my own terms over a decade ago, choosing a path of integrity and peace. Today, I sleep soundly, free of the compromises that once defined that realm. As I have for well over a decade,I focus on a select number of long-term business and personal consulting relationships.

From 2008 to 2012, I led a nonprofit organization and an incredible team to protect homeowners from the predatory practices of banks that were foreclosing on homes without valid legal titles. Together, we fought the banks and won, saving hundreds of families from illegal foreclosure. Advocacy and the fight for housing security are ingrained in who we are.

I also champion reforms to protect the safety and rights of children in the foster care system, particularly addressing the alarming issue of foster children becoming homeless upon aging out of the system.

I am unwavering in my dedication to America, combating injustice, promoting equality of opportunity, advancing social justice, and holding bullies accountable. Above all, I believe in truth, the importance of integrity in all endeavors, pursuing profit only when it does not compromise our shared values.
